Principles of Openness and Transparency in Public Authorities as Precondition the Establishment of Participatory Democracy

Abstract
The article deals with the principles of openness and transparency in activity of public authorities as an important precondition for the establishment of participatory democracy. Indicated that the lack of openness and transparency of government is always a favorable ground for various abuses, manipulations and violations by officials of these bodies. Analyzed regulation and practical implementation of the principles of openness and transparency in activity of public authorities as an important precondition for the establishment of participatory democracy. Particularly relevant disclosure of this issue is for Ukraine, where democratic institutions are still in its infancy, and public authorities – at the stage of constitutional and legal modernization. Noted that especially information openness of government and transparency of their activities concerning national legislature. Regarding the transparency and openness of the Verkhovna Rada of Ukraine, it is worth noting general adherence to these principles in its work. For coverage of the Verkhovna Rada of Ukraine It has a specialized information and communication institutions financed from the state budget of Ukraine. These institutions are Parliamentary newspaper «Voice of Ukraine», Journal of the Verkhovna Rada of Ukraine «Viche», parliamentary TV channel «Rada», Press Service and Computer Systems of the Verkhovna Rada of Ukraine. It is concluded, the principles of openness and transparency of government in a democratic society is one of the main preconditions for the establishment of participatory democracy. Openness and transparency of public authorities allows citizens and their associations free to contact officials and officers of these bodies carry out their activities with a public character, and use public information for more effective participation in decision-making by public authorities.Downloads
