Theoretical and Methodological Principles of State Policy’s Researches in Sphere of Internal Affairs

Abstract

The development of Ukraine in the direction of democratic, legal state, its interaction with society, influence on the formation of a complex and diverse range of social relations is impossible without a clearly defined, evidence-based state policy in various spheres of public life. It is no coincidence that at the present time substantial aspect of what should be the policy, is a cause of scientific debate and even controversy among legal scholars, experts in the field of theory of state and law, constitutional and administrative law. This is caused that the public policy, in particular in the field of internal affairs, plays an important role in public life. It aims to promptly identify urgent problems of society development, analyze them, establish the reasons of appearance, complexity, contradictions and find solutions. In the article some historiographical aspects of the issues of the state policy in the sphere of internal affairs are reviewed. It is proved that this problem has deep roots, which is why the first scientific works on this subject considered from the point of view of philosophy Scientific works of philosophical and sociological, political and managerial content which are dedicated to the state policy, including the sphere of internal affairs were analyzed. Scientific legal writings of public policy in general and in the sphere of internal affairs in particular were reviewed. Therefore, it is established that the issues of state policy in various spheres of public life became the subject of numerous studies by Ukrainian scientists. On the basis of the available scientific researches of state policy in the sphere of internal affairs defined key directions of its further development within the general theory of state and law.
