Abstract

In scientific article the reasons of the problems of legal and law enforcement practice in Ukraine are investigated on philosophical and theoretical level. The reasons for the inconsistency of the level of higher legal education with the level of legal and law enforcement practice in Ukraine are also observed. The authors, with the help of philosophical and legal analysis, clarifies the role and importance of the values of law for the coherent functioning of democratic state legal system. The article substantiates the idea of the invariance of law values system as the axiological foundation of legal system of any civilized country. It also shows the necessity of building legal system of Ukraine on the foundation of law values, which is the key to the democratic and civilized nature of the Ukrainian state. The article proves the decisive influence of the system of moral and legal values of future lawyers on the quality of their professional duties. The ways of forming the system of moral and legal values of future lawyers are outlined. The article shows the exceptional role of a personal example of ethical professional behavior of higher law school pedagogical staff. The article also defines the priority legal and organizational measures for ensuring ethical behavior of higher law school pedagogical staff in the professional field.
