Propaganda as a form of Influence on the Judgment of Law Enforcement Subjects in the Exercise of their Discretionary Powers
Abstract
Abstract. This study is devoted to propaganda as a form of influence on the judgment of law enforcement
subjects in the exercise of their discretionary powers. By studying a number of sources and real historical
facts, the author established that some people have always sought to influence the consciousness of
others in order to achieve certain goals, using various methods of influence. One of these forms of
influence was the dissemination of "necessary" information in any way, which was later called propaganda.
With the advent of mass media, and especially in the age of the Internet, propaganda has become a
weapon for shaping certain views and beliefs in society. Since the subjects of law enforcement are the
same people and participants in social relations, they can also be the object of propaganda goals. In the
conducted study, the author for the first time at this level declares the influence of propaganda on the
judgment of law enforcement subjects when exercising their discretionary powers and demonstrates with
an example that such influence can have negative consequences for the human rights sphere in general
and a specific case in particular. Using the method of comparison, the author clearly demonstrated the
effect of propaganda in time and space on the example of real historical facts, while using the method of
deductive and logical analysis, he came to the conclusion that propaganda can influence the inner
conviction of law enforcement subjects, and therefore their discretion when implementing discretionary
powers, i.e. actually on the outcome of the case. In this study, for the first time, the hypothesis was
expressed that propaganda does not necessarily have to be hostile (as it is customary to believe), but can
also be used in the form of internal manipulation of the mass consciousness of citizens. The author is
convinced that the issues raised are relevant and need further discussions, and the methods proposed by
him for alleviating the fears expressed in the study have considerable practical significance.
